In a notable address during the plenary session of the international conference AI Journey in Moscow, President Vladimir Putin proposed initiating discussions within the BRICS framework to leverage Russian expertise in the field of artificial intelligence (AI) in the upcoming year.

President Putin underscored the potential for humanity to establish universally acceptable rules governing the use of artificial intelligence. During his speech, he emphasized the importance of considering the human experience in the presence of machines. “We need to consider how a person will feel around machines,” Putin emphasized, drawing attention to the evolving dynamics between humans and AI technologies.

The Russian leader pointed out the perceived biases in some Western search engines, accusing them of “cancelling” Russian culture. In response to this, Putin highlighted the significance of cultural and spiritual heritage in preserving national identity, particularly in the era of the ongoing technological revolution.

Drawing parallels between AI and nuclear technologies, which are already governed by international rules, President Putin expressed hope for the establishment of similar regulations regarding the development and usage of artificial intelligence. He stressed the need for a multipolar technological world, allowing friendly countries access to Russia’s AI developments.

President Putin stated that achieving this ambitious goal would involve the strategic use of artificial intelligence tools. He further emphasized the commitment of Russian authorities to creating a highly favorable jurisdiction for the advancement of artificial intelligence within the country.

As the organizer of this initiative within BRICS, President Putin expressed confidence in the capability of the Russian Federation to lead collaborative efforts. He assured his colleagues of Russia’s support in establishing a framework that promotes responsible and collaborative development in the field of artificial intelligence.
